The federal state government states that by charging tuition fees it is pursuing three main objectives: www.innovation.nrw.de

"The federal state government wants to improve the conditions in which people study and the quality of teaching. By introducing tuition fees, higher education institutions in North-Rhine Westphalia receive the increased amount of funding they urgently require, thus improving the quality of teaching.

By introducing tuition fees, the federal state government wants to make a major contribution towards forming a new relationship between students and higher education institutions, based on partnership.

Due to the socially acceptable structure of tuition fees, the federal state government ensures that all those who meet the admission requirements to a higher education institution in North-Rhine Westphalia and who wish to embark on a degree programme have the possibility to do so, regardless of their parents' income.”
